A reliable cosmetics OEM factory should be verified through current documents, operational records, product-specific evidence and a clear explanation of each credential. A certificate logo alone is not enough, and no single credential proves that every formula, claim or destination-market requirement is compliant.
Verify the legal manufacturing entity
Match the company name and address across the business license, quotation, invoice, certificates and manufacturing site. Confirm which entity develops, manufactures and exports the product. If a trading company is involved, ask how it controls the factory, specifications, inspections and complaint handling.
What GMP and ISO 22716 should tell a buyer
Cosmetic GMP controls how products are made, checked, stored and traced. ISO 22716 provides guidelines for cosmetic production, control, storage and shipment. Buyers should check the certificate holder, site address, scope, issue and expiry dates, certification body and whether the described activities match the intended project.
A certificate is stronger when factory practice supports it. Ask for controlled specifications, batch records, raw-material traceability, cleaning records, calibration or maintenance controls, deviation handling, finished-goods release and sample-retention procedures.
FDA registration is not FDA approval
For the United States, the Modernization of Cosmetics Regulation Act of 2022 introduced facility registration and product listing requirements with exemptions and timelines defined by law. Registration or listing does not mean that FDA has approved a cosmetic product, factory or marketing claim.

Check the scope of Halal documentation
Halal needs differ by market, retailer and certifying body. Check the named company, site, covered product categories, standard, certification body and validity period. Ingredient review, production controls and certification scope should match the proposed formula. Do not assume one certificate automatically covers every future custom product.
Request product-level quality evidence
Factory credentials do not replace formula and batch controls. Depending on the product and project, buyers may request specifications, ingredient information, microbiological results, stability planning, package compatibility, safety support, batch records and a certificate of analysis. Claims should be supported by appropriate evidence and reviewed for the destination market.
For EU projects, separate notification from safety compliance
Cosmetic Product Notification Portal submission is part of the EU process, but notification is not a product approval. An EU responsible person, safety assessment, Product Information File, compliant labeling and other obligations may apply. Review receiving and quarantine areas, raw-material identification, weighing, water systems where relevant, batch manufacturing, filling, line clearance, coding, finished-goods release, warehouse conditions and complaint records.
