Hair Care OEM Quotes: Who Pays for Unused Packaging?
Compare hair care OEM quotes by separating finished units, packaging minimums and the cash tied up in unused components.

Compare the cost per sellable unit and the cash you must commit before the first shipment. If the packaging minimum is larger than the first fill, ask who owns the unused components, where they are held and when they can be used.
Compare the same supply scope
The November 3 industry announcements and trade-show programme show several possible formulation and packaging routes. Choice does not tell you what a particular order costs. Ask suppliers to quote the same volume, formula, final pack, label, cartons and delivery scope. Keep filling, components, decoration, testing and one-time charges visible on separate rows.
Write out the inventory scenario
For an illustrative comparison, suppose a stock-pack quote is 500 finished units at USD 2.50 each with no separate component buy. That is USD 1,250 before other charges. A decorated-pack quote is 500 filled units at USD 2.20 plus USD 0.35 each for 1,000 separate bottles. That is USD 1,450 upfront, with 500 unused bottles if none are lost. The first order commits USD 2.90 per finished unit before other charges. Treat unused bottles as a separate inventory asset only if their ownership and future use are clear.
Protect the second order
Ask for a written component ledger and the rules for storage charges, damage, decoration changes and transfer. Verify whether future orders can use those exact bottles with the approved formula and closure. Compare a second scenario where the expected reorder never happens. Quotes based on different assumptions can look comparable until you model that downside.
Start with the configuration you can approve
For a first batch, selected mature formulas with compatible stock packaging can start from 100 units. Packaging changes are reviewed from 500 and individual components or decoration can require more. Ask for two quotes with the same product brief and separate component ownership terms.
Frequently asked questions
Is a component MOQ the same as the filling MOQ?
No. Ask for both by SKU, and ask whether units can carry forward.
Are the example prices an offer?
No. They are illustrative arithmetic, not JunChun prices.
What is the most useful first-order metric?
Track committed cash alongside cost per saleable unit and the unused components you own.
