Approve the filled scalp-mist package as an assembly, not just an empty bottle. The formula, bottle neck, sprayer, overcap and shipping arrangement must work together; a good-looking 100 ml sample does not establish transport performance.
The complaint starts after the parcel arrives
A buyer may like the mist at the sample meeting but receive wet cartons, loose caps or a sprayer that no longer works after shipment. Buying a more attractive bottle does not identify the cause. Record whether the liquid escaped at the neck, through the sprayer or from a damaged component.
Provide photographs and the actual delivery arrangement to the packaging team. Separate an assembly problem from impact damage and from an unsuitable dispensing component. Replacing everything at once can hide which change actually solved the complaint.
Define exactly what the supplier is approving

Check that protection does not create a dispensing problem
The buyer still needs a spray that primes, applies controllably and remains practical after opening. Include removal and replacement of the overcap in the sample review. Ask whether the proposed transport protection changes how salon staff or retail customers must prepare the product for use.
A mechanical fine-mist sprayer is not an aerosol system. Do not transfer aerosol or another component’s e-commerce certification to this bottle. The applicable requirement depends on the selected assembly and route.

Agree what sample will represent production and who approves any substitution. A clear first order can keep the replenishment process simple without making an unsupported leakproof promise.
